Some readers may have a question: how can they care about the life and death of the common people when they always know that the feudal government will only oppress the common people? There are also several reasons for this: first, the national fiscal revenue is taxes, and the population is the source of taxes. Maintaining the long-term interests of households is to raise chickens and eggs; Secondly, the influence of the traditional cultural concepts of caring for the children and providing for the aged, giving birth to the children and burying the dead cannot be underestimated. Moreover, allowing the corpses to be arbitrarily discarded or buried in shallow places will also lead to serious consequences of the epidemic of plague; Third, why should the prefecture and county yamen seriously or at least pretend to do this? Just like the disappearance of the “lone leader” official, there is no special organization in the prefecture and county yamen, such as Yangji hospital, Anji square and louze garden. They are also managed by miscellaneous posts. Therefore, compared with the monk officials, Taoist officials and medical officials who “set up an official but do not give a salary”, this is a higher level that neither sets up an official nor gives a salary. But even so, many people want to curry favor with these positions. In terms of nominal name, there is no such thing as the establishment, but it is almost the same as the regular armour. At least it can be regarded as a “chicken feather officer” outside the establishment? Moreover, this “chicken feather official” has a particularly high “level” and is appointed by the prefecture and county yamen. In fact, in the Ming and Qing Dynasties, such miscellaneous posts in many prefectures and counties were occupied by teachers and relatives brought by the principal and subordinate officials. Otherwise, they were divided up by the rich and powerful gentry. The name of “official” seemed more convenient. In terms of practical interests, there are more opportunities for the upper and lower levels to share the same disadvantages. The two funds allocated by local finance and social donations are large, and we still have to worry about whether we can support ourselves? To take the simplest example, Zhu Mu, a native of the Qing Dynasty, wrote in his book a little knowledge of Ming Zhai. He said that the nursing home in Qingpu County, his hometown, is located by the West Hongqiao bridge. There are more than ten houses. The adoption quota is 45 people. Shen bang, who once served as the county magistrate of Wanping in the Ming Dynasty, also wrote about this in his famous book “notes to the Wanzhou bureau”. He came to office in the 18th year of Wanli (1590). Before that, Wanping nursing home adopted 2165 orphans, poor and old people in three batches from the first year of Wanli (1573) to the tenth year of Wanli (1582). The county magistrate will go to the hospital to check once a month, make a book and distribute it, and entrust a group of “huitou” to take charge of it. Even one tenth of those given out according to the list are not available, and those who handle them have made a small fortune. This leads to an interesting phenomenon: in the Ming and Qing Dynasties, especially in the middle and late Qing Dynasty, almost all these miscellaneous jobs had “official positions”. After receiving this kind of edict, people who are prefectural and county governors often appoint these people who are in charge of the Tzu Chi children’s Bureau, the nursing home, the louze garden and other institutions to handle donations. On the one hand, they are greedy for their cronies, and on the other hand, because they are originally in charge of charities on behalf of the government, so it is natural for them to make things more beautiful. For these people, it is a good opportunity to make disaster money or to raise money. For those who are rich but not benevolent, they usually don’t get a dime. Now they donate a large amount to buy official products. The officials get it by themselves, but the credit for making contributions belongs to others; Most of them are ordinary people, who can’t give much. They donate eight articles and one hanging to show the intention of the poor. On the contrary, they feel that they are too few and refuse to give their names. However, if we add up the amount donated by these anonymous people, the result will be considerable. So the donors summarized most of them in the names of one or several people, and exchanged several official photos with the state. They could sell them to others if they could not use them; The way is for people who want to be addicted to official affairs to donate some money and then give a ticket to the donor, so that he can gather up the number of anonymous people and assign them to his name. As a rule, the donor should publish the number of donations made by the donor to show his selflessness. Therefore, he always leaves some “anonymous” on the list. When the “anonymous” see them, they all think they are themselves without doubt. How did they know that these people also made money, earned fame, and won the official!
