The reporter is talking about the central ecological environment protection inspector. Up to now, the two rounds of central eco-environmental protection supervision have covered the whole country, accepted and transferred 287000 eco-environmental letters and reports from the masses, and completed 285000 rectification; The supervision team also disclosed 262 typical cases, some of which were delayed for several years or even more in local areas. With the intervention of the central supervision, they were finally exposed and rectified.

It is a major institutional arrangement for the CPC Central Committee and the State Council to promote the construction of ecological civilization to carry out the central supervision of ecological environment protection. For example, during the first round of supervision, the central government successively notified major ecological and environmental protection issues such as ecological damage in the Qilian Mountains and illegal villa construction in the Qinling Mountains. A large number of leading cadres were severely held accountable, and the high administrative level and number of officials held accountable were unprecedented in China’s ecological governance, producing a huge warning and deterrent effect.
Requiring local governments to “enforce orders and prohibitions” is only the first step. The central authority is also reflected in high standing and long-term consideration.
Local governance is prone to “self-interest”, breeding local protectionism, “new officials ignore old accounts” and other short-sighted practices. Many ecological problems have accumulated for many years. Behind them, the interests of officials and businesses are collusive, and local vested interests are rigid, which is difficult to pry. The major ecological and environmental protection cases exposed in recent years, such as the illegal construction of villas in Dianchi Lake, the illegal construction of golf courses and villas in Changbai Mountain, Jilin Province, the brutal exploitation of Fengshan World Geopark in Guangxi, the wanton illegal construction of Jinyun Mountain National Nature Reserve in Chongqing, the pollution of Tengger Desert, and the illegal reclamation of Hainan, are all behind the long-term extensive development and accumulation of ecological ills. The central eco-environmental protection inspector “stabbed to the end” from top to bottom, drawing on the central inspection ideas in the field of discipline inspection, aims to break the barriers of local interests, starting with the hardest “bones” and the most difficult problems, and promote reform with cases. Judging from the current report card, the central ecological and environmental protection inspectors have formed a set of effective experience and practices.
Going deep into the grass-roots level is the foundation. The members of the supervision team found problems and put forward opinions and suggestions through on-the-spot investigation, individual conversation, acceptance of letters and visits, data access, open and covert visits and other means. During the inspection period, sinking inspectors generally account for 30-50% of the time. In addition to the person in charge, the members of the supervision team are mostly professionals in the field of ecological environment. They are very sensitive to relevant issues and can accurately grasp the key issues of the supervision object. In the field visit, the “tricks” played in some places are also difficult to escape the “golden eyes” of inspectors and detection equipment.
Another is to keep an eye on it. The supervision team implements inventory management on the rectification tasks and adopts a variety of scheduling and follow-up methods for supervision. For some “old and difficult” problems, inspectors will also regularly go to the site for verification, some once a month, some once a few months or half a year. Each inspection will form a “follow-up report”. If it is found that the rectification is not effective, measures such as notification, supervision, interview, special supervision, transfer and accountability will be taken as appropriate to transmit pressure at all levels.
It is crucial to follow the mass line. The data shows that the first round of inspectors and “looking back” accepted 179000 letters and visits from the masses and 108000 reports in the second round, which solved many environmental problems around the masses. Seeing the determination and effectiveness of the Central Committee, the masses continued to report problems to the supervision team in the second round of supervision.
Letters, visits and reports from the masses are “rich mines” of problem clues. For example, during the two rounds of supervision in Jilin, the supervision team received a large number of reports about the direct discharge of sewage or black odor in Yongchun River, Nanxi wetland and Fusong open ditch. The inspectors’ spot check and return visit found that the river head system in some local river sections was in vain, and some River heads turned a blind eye to the problems of river silt rising, water quality deterioration, and returning black and odorous. There are also deviations in the monitoring data, and the problems reported by the masses are basically true.
Another example is maiyuan landfill in Nanchang, Jiangxi Province. The odor of garbage and leachate in the site is prominent, and the masses have strong reactions. After the acceptance of the inspection team, Nanchang invested more than 3 billion yuan to completely transform the landfill.

Looking back at the typical cases of two rounds of supervision, some of the objects of supervision practiced fraud, formalism and bureaucracy, and perfunctory rectification.

The system with teeth broke the fluke mentality of some local officials. In the second round of supervision, fraud has decreased significantly. The mentality of the supervised local governments and enterprises has changed: as long as the problem is not solved, it will always be a problem. In the final analysis, the fundamental purpose of the central ecological and environmental protection inspectors is not accountability, but to help the objects of supervision shoulder the political responsibility of ecological civilization construction, and work together to promote high-quality economic development and high-level protection of the ecological environment. After finding problems, all localities can formulate rectification plans and have relatively sufficient time to implement rectification. It’s not terrible to have problems. The key is to promote rectification with a down-to-earth attitude, which is the most honest and wise way to face the central inspector.
At present, some provinces have formulated and implemented the provincial ecological environmental protection supervision system, which is not only a “self-examination” in the face of the normalization of the central ecological environmental protection supervision, but also a good way to implement their work and responsibilities. If we can find problems from top to bottom and solve them unambiguously, the supervision system will truly realize a virtuous circle.
