In fact, the diplomatic achievements brought by Schultz’s visit to China are far lower than that of Nguyen Phu Trong, General Secretary of Vietnam. Vietnam not only brought Nguyen Phu Trong, but also brought the next successor.
This means that China Vietnam cooperation will have strong continuity and durability.
China and Vietnam, as two of the only five socialist countries in the world, shoulder the major mission of socialism in the development of human civilization and have broad space for cooperation. During Nguyen Phu Trong’s visit to China, China and Vietnam reached a major agreement!
Vietnam has agreed to modify and upgrade its domestic railways, so that Vietnam’s Laojie Hanoi Ho Chi Minh Line can fully integrate with China, and truly realize the same track of China Vietnam railway cars.
As we all know, China and Vietnam fought a war 40 years ago. The Chinese People’s Liberation Army lashed out at Vietnam with thunder, forcing Vietnam to abandon its ambition of fighting for hegemony in Southeast Asia by arms and return to the right path of peaceful development. This battle has laid a solid foundation for the peace and stability of China and Vietnam over the next 30 years and safeguarded the fundamental interests of the Chinese and Vietnamese people.
After the death of Le Dun, the Le Dun Group collapsed rapidly, and Vietnam also crossed the river by touching a rabbit and embarked on the road of reform and opening up. In the early period of Vietnam’s reform and opening up, it basically took China’s policy documents and directly distributed them to the administrative units in Vietnam, so as to maximize plagiarism.
Although we say that plagiarism is shameful, Vietnam has followed the rabbit’s ass. With the improvement of China Vietnam relations, the trade volume between China and Vietnam is growing. In 2021, the total trade between China and Vietnam will be 230.2 billion US dollars, which is 83.5 billion US dollars more than the total trade between China and Russia of 146.8 billion US dollars.
Among them, Vietnam imported US $137.8 billion to China and exported US $92.3 billion to China. China’s trade surplus with Vietnam was about US $45.5 billion. In China Vietnam trade, China mainly provides investment and technology, Vietnam mainly provides labor, and the United States provides orders. China’s exports to Vietnam are mainly mechanical and electrical products, while Vietnam’s exports to China are mainly agricultural products, footwear and textile products.
Vietnam has undertaken China’s labor-intensive industries to a certain extent. However, China Vietnam cooperation is greater than competition. This is determined by the industrial chain of the United States, China and Vietnam. The United States occupies the upper reaches of the industrial chain, China occupies the middle reaches, and Vietnam occupies the lower reaches. Vietnam is short of capital and technology. When undertaking industrial transfer, it relies heavily on China’s investment and industrial technology.
It turns out that Chinese people produce shoes and clothes for the whole world. However, with the improvement of Chinese living standards and wages, part of the low profit footwear and clothing industry has moved to Vietnam, and part of the electronics processing industry has also moved to Vietnam. However, on the whole, due to the multiple gap between Vietnam’s population and China’s, it is impossible to pose a direct challenge to China’s manufacturing industry.
It is India that really challenges China’s manufacturing industry. India is also eager to upgrade its industry and compete with China through continuous industrial upgrading.
For a long time, Vietnam has maintained close energy cooperation and military industrial cooperation with Russia. However, in 2021, the total trade between Vietnam and Russia will not exceed 8 billion US dollars, less than a fraction of the total trade between China and Vietnam. Now, Russia is deeply involved in the Russian Ukrainian war, and Vietnam can no longer obtain additional military and political support from Russia. For Vietnam at this time, it is extremely important to maintain China Vietnam friendship.
China is a powerful neighbor that Vietnam cannot move away from, cannot leave, and cannot afford to provoke. In particular, the implementation of China’s “the Belt and Road” initiative towards ASEAN has made Vietnam feel more and more urgent. It can be said that Vietnam has been basically surrounded by Chinese railways.
In Indochina Peninsula, the construction of China Thailand high-speed railway has started, the China Laos railway has been opened, and the China Myanmar railway is under construction. The construction of these railways has brought huge economic benefits to Thailand, Myanmar and Laos. To the south of Vietnam, Indonesia’s Yavan high-speed railway has been completed and opened to traffic, and more Chinese high-speed railways will be built throughout Indonesia.
If Vietnam does not keep up with the pace, it will become an abandoned child in the railway network of Southeast Asia. Vietnam and China have different railway tracks, which also greatly hinders the efficiency of Sino Vietnam freight logistics and cannot maximize the benefits of Sino Vietnam economic cooperation.
This time, Vietnam agreed to integrate with China’s railway, which is of great significance across the times. It breaks the pattern that Vietnam’s railway will be isolated, which also means that Vietnam will be more deeply integrated into China’s economic system, which can accelerate the construction of the Trans Asian Railway and lay a foundation for the subsequent construction of China Vietnam high-speed railway.
In this cooperation, Vietnam agreed to upgrade two core railway lines and connect them to Chinese railway standards. One goes from Dali, Yunnan, directly to Vientiane, Laos, and arrives in Bangkok, Thailand. A branch line runs diagonally from the northeast, connecting Hanoi, Vietnam, and reaching Nanning, Guangxi, China.
The other is from Nanning, Guangxi, to Ho Chi Minh City via Old Street and Hanoi.
Outside Vietnam, there is another railway line starting from Kunming, Yunnan Province, which first passes through Myanmar longitudinally to reach Yangon, then constructs a branch line horizontally, passes through Bangkok, Thailand, Phnom Penh, Cambodia, and finally connects with Vietnam, reaching Ho Chi Minh City.
These three railway lines directly connect China, Myanmar, Thailand, Laos and Vietnam, forming a huge China Indochina Peninsula railway network.
According to China’s plan, a railway crossing Malaysia will continue to be built from Ho Chi Minh City, Vietnam to Singapore. Although the Malaysian railway line has not yet started, when the Indochina Peninsula and Indonesia are covered with Chinese railways, Malaysia has no choice.
For Vietnam, the Chinese railway is an irresistible temptation. After the China Vietnam railway cars are on the same track, it can also promote the border trade of Guangxi, making Guangxi gradually become a bridgehead for China’s development towards ASEAN.
It is not easy for the Vietnamese government to make this decision. When China Vietnam Railway is on the same track, it also shows that Vietnam has maintained full security trust in China. In other words, Vietnam is fully aware that confrontation with China will not do any good. Instead, it will embrace China in a more practical way, and work together for development and prosperity.
Modi said to Putin: “The current era should not be the era of war.” This sentence is full of profound meaning.
The “peaceful rise” advocated by China is not empty talk. But who in today’s world can understand the truth?
