1) Yesterday, an article on the official account of “Zhejiang Propaganda” became popular. This article, entitled “People First” is not “Epidemic Prevention First”, used rational and emotional strokes, and used a set of scientific data to explain why China still needs to fight against the epidemic at present. After the article was sent out, it was widely spread in WeChat friends circle, microblog, Zhihu and other network platforms, and received great praise. In the final analysis, from the perspective of the common people, this article answers the questions in the minds of the common people, clarifies the orientation and original intention behind the government’s epidemic prevention policy, and puts forward a rude criticism on the “level by level”, “one size fits all” and other issues in the epidemic prevention process. Such articles have really reached the hearts of the people, really achieved solidarity with the overwhelming majority of the people, and really helped rebuild the consensus on epidemic prevention in China that had been torn apart some time ago.

2) This article mentioned a key problem in the current epidemic prevention process: why did the Central Committee clearly object to “layer upon layer” and “one size fits all”, but there are still simple, brutal and sealed cases in some places in the epidemic prevention process? Why do some places fail to “put the people first” in epidemic prevention?

3) First of all, this is a question of “methodology” of work, that is, as a government worker, what is the essence of your work? I myself have worked in the system for 12 years, and sometimes I do face many challenges. For example, there are too many rules and regulations, which are not good or not; There are too many “mother-in-law” above. This requires so much, and that requires so much. Everyone is saying that their own requirements are the most important; Too much is done and too much is wrong. Doing well is our responsibility, and doing wrong is often blamed. However, I always have a basic “methodology”, which is to ask what is the essence of anything in the work? As a reporter of the media within the system, what is our work really for? Is it to do a lot of “tricks and tricks” to let leaders see that they are “working hard”? Is it usually a “fake job”, but when the year-end summary comes, the figures are arranged in a dazzling way? Definitely not. For media reporters, one of the most important tasks is to clearly explain the policies of the Party and the state, enhance the people’s understanding and support for the policies, and enhance the people’s trust in the Party and the government; To foreign countries, an important task is to make China’s position in the international community clear, establish China’s good image as a great power, and fight back the slanders and attacks of the United States and the West against China. Behind all this work is the long-term stability of China and the great rejuvenation of the Chinese nation.

4) So, since the reason is so simple,

Why are some people always doing “fake work” and “fake efforts”? First of all, there is a lack of understanding of the essence of things, a lack of a real overall view, and a fundamental inability to understand the true meaning of “the big country” in its own department, unit, and field. Fundamentally speaking, it is still a question of the level of ideological understanding. Under the epidemic prevention, it was clear that the Central Committee had repeatedly warned against “layer upon layer” and “one size fits all”. However, some people simply did not see, listen to, or want to, and even felt that the requirements of the Central Committee were “ungrounded” and “unenforceable”. They were full of “infatuation and confidence” in their own working methods. They continued to develop “local methods”, which seemed to be “vigorous”, but in fact, “too much action”. Epidemic prevention is originally for the people. If people can’t get out of the house, go home or work because of “stepping up” and “one size fits all”, which makes people complain, it has already deviated from the original intention of the epidemic prevention, and it is completely a “fake epidemic prevention” and “fake work”.

5) From all places

As things stand“

It is true that people with fake epidemic resistance and fake work are the targets of public criticism. However, behind any leading cadre with fake epidemic resistance and fake work, there is a leader with the same “fake work” and “fake epidemic resistance”, and there is a leader who is careless in management, does not know the situation, has the same low level, and has the same weak sense of responsibility. If a village or town keeps the people at home for several weeks without any reason, it must be that the epidemic prevention work of the main leaders of the county has a problem, and the epidemic prevention work of the county has a problem. It must be that the city has not carefully studied and understood the spirit of the central epidemic prevention work. Generally, we should not blame the grass-roots and front-line epidemic prevention workers, who are just executors. If something goes wrong with the work, it is either the leadership’s guidance and requirements or the leadership’s lax management and supervision of the lower level. As an old Chinese saying goes, “There is a lot of soldiers and a lot of generals”.

6) In some parts of the country,

Some leading cadres fail to “put the people first” in epidemic prevention. The key is that their work style is extremely frivolous. They do not go to the front line and listen to the voice of the people. They sit in the office every day listening to reports, reading materials and giving instructions. It seems that “everything is under control”, but in fact, nothing has been solved. If there are only a few positive cases in a county, a dozen villages and towns will be closed down. Any leading cadre like this will know how people feel if he keeps himself in the village or town for a week. Those who are ready to close the shops and factories of ordinary people, deduct their own wages for two months, and then they know how they feel about being cut off from their income sources. If the work style is not solid, it is easy to be divorced from the common people and become more and more unsympathetic. When encountering problems, he does not reflect on his own shortcomings, but always blames the common people for their ignorance and ignorance of the overall situation.

7) Three years of epidemic,

It is not easy for grassroots epidemic prevention workers. We should not be harsh on them, nor should we deny the work and dedication of all grassroots epidemic prevention workers because a few of them have problems. If the grass-roots epidemic prevention workers are rigid and stubborn, it is often because the superior leaders give them rigid and unreasonable instructions. Of course, we do not rule out that a few grassroots epidemic prevention workers “hold chicken feathers as arrows”, but such people are in the minority after all. Grass roots epidemic prevention workers are very hard. The superior leaders should give them more meaningful and operational guidance, and not give them orders that sound always correct, but actually do not solve any problems. If something goes wrong, the responsibility is put on the grass-roots epidemic prevention staff. For example, if a security guard in a hospital refuses to let a pregnant woman without a negative nucleic acid test result into hospital for treatment, which eventually leads to a tragedy, the first thing to do is not to dismiss the security guard, but to dismiss his superiors and their superiors. For the malignant events in the epidemic prevention process, the accountability must not only stay at the grass-roots level, but also let the hospital leaders, the health committee leaders, and even higher level leaders take responsibility.

8) Epidemic prevention is a knife sharpening stone for the ability and level of leading cadres at all levels. It is also a steelmaking furnace, a mule or a horse, which is pulled out for fun. Those leading cadres who rush to the front line, solve problems for the common people, and have effective epidemic prevention work can be boldly promoted and reused. Only in this way can we reward the diligent and punish the lazy, survive the fittest, form a practical guidance among leading cadres, and let every leading cadre know that his work is based on the “people first”. Of course, we should also understand the practical difficulties faced by epidemic prevention throughout the country. We should not aim too high, let alone excessive accountability, because this will also objectively stimulate local leading cadres to “act too much” and “act out of shape”.

9) I have always wondered why, looking around the world, in the history of human civilization, only the Chinese nation has continued from ancient times to the present? In addition to the unique geographical and climatic conditions, in the final analysis, it lies in the unique spirit and culture of the Chinese nation. Our spirit and culture, first, put special emphasis on the sense of crisis, because the natural resources of the Chinese nation were not very good from the beginning, and they are still the same today. Our per capita arable land, drinking water resources, and other natural resources are lower than the global average. But it is because the living conditions are poor, or even very bad, that the Chinese nation has been filled with a sense of crisis for generations, making great efforts, Finally, with the spirit of struggle, it made up for the shortage of natural resources and created a unique and great civilization; Second, from ancient times to the present, our nation has a large number of outstanding groups with a strong sense of responsibility and mission. They take saving the world as their mission, and continue the Chinese civilization as their mission. Zhang Zai, a thinker in the Northern Song Dynasty, wrote the “four lines of the horizontal canal”, which is a classic summary of the inner pursuit of the Chinese nation’s intellectuals – “to establish a mind for heaven and earth, a life for the people, to inherit unique knowledge, and to open peace for all generations.” With such a large number of outstanding elements with such pursuit, such mission and sense of responsibility, how can the Chinese nation not stand out for thousands of years? Epidemic prevention is a matter of the moment. How to be an official, a person and a job is a matter of life for leading cadres. If we all read more about history and think more about our ancestors, we will get a different perspective when facing current affairs, and we will have more awe.

10) The epidemic will eventually pass, and the time of spring will surely come again, but it requires every one of us to do our best. At this time, we should especially bear in mind that “empty talk will harm the country and hard work will rejuvenate the country”. Do more practical work and less empty talk. Especially when the discussion on epidemic prevention has caused a great tear, we should not seek common ground and fight against dissidents, let alone be arrogant. Again, if each of us believes that we are right, and if each of us wants to make this country better, let’s do our best to work in the direction and path we agree on, and finally let’s meet again at the top of the great rejuvenation of the Chinese nation.
